The basic premise is that during the Cold War the Russians sent several spies over to the US under hypnosis. They led normal lives but would go about terrorist acts when read a certain line from a Robert Frost poem over the phone (hence "Telefon").
Anyway, a Russian defector gets hold of the list of names and phone numbers and then starts ringing them up quoting:
"The woods are dark and deep,
And I have promises to keep,
And miles to go before I sleep,
And miles to go before I sleep"
It's up to Bronson to catch up with him before too many American targets are hit.
