I remember all credible sources claimed that there were 96 levels, but some magazines, and 'The Sun' s gaming pullout kept printing dubious tipps on how to find the 97th level!
What a great game this was though, trying to find all of the exits from some of those ghost houses kept you searching for hours!
So I rented an apartment in the Vigo complex for 1st week of June 2007 (which I found on the internet). I asked to view my apartment and when I saw it it was just a shell (there was absolutely no way anyone could stay there as there were wires protruding from the walls and the walls were bare concrete and the balcony rails hadn't been attached. When I asked Orlin (Legal Independence Solicitor) about late completion penalties I was advised not to pursue this as I would still receive guaranteed rental.
I have made arrangements to pay my own local government tax and as for utilities, the water meters are outside each apartment door. I would suggest taking a reading and keeping a record. Electricity meters - still unable to find out where these are located. Have asked Vigo but they said "don't worry, very cheap".
Do you have any idea how much is being charged for use of the indoor pool?
As for maintenance I had the same problem with my bathroom lock and a large gap around the airconditioning unit. The tv signal seems to be ok thankfully. I have changed my front door lock after hearing first hand from people on the complex of their apartments being rented without their knowledge.
However I do agree that it is a lovely complex and in a very good location and glad to hear about the New Marina that is being developed.
We have waited to read everybody else's comments before adding our own views so we have quite a lot to say.
1/ 'Guaranteed rental. We didn't get this either and are still weighing up whether it is worth the expense of court action. Some people said in their emails that they did not buy furniture for their apartments and so they couldn't expect rental money. Others didn't complete on time due to delays in getting their own finance so I suppose they couldn't really expect to receive it either. BUT al lot of the delay was due to the developer not finishing on time. We had all the finance required in the solicitors account well before the completion of the property. We went out in person for the last 2 weeks of June 2007 staying in a nearby hotel. We were assured before we went that although the apartments were not ready as planned by the end of May they would definitely be complete by the end of June. They weren't and we still had to give power of attorney for the final purchase although this was easier at the soliciotrs office than at the embassy in London '. We were told the apartment was complete and the sale went through at the end of July and Macanthony emailed pictures of it furnished and ready to let in early August so they could not be blamed for any delay. We were also told we could use the apartment ourselves after the 15th September- why did they stipulate this if they didn't think they should have to pay for the guaranteed rental, we could have gone out in high season. Moreover when we arrived on 15th September they put us up in another apartment (not block 4) because ours was occupied, so we know they did rent it out but they still haven't paid us either the guaranteed rental or any rental for the times they did rent it out!!! I wonder now if the apartment we stayed in until ours was empty was lent to us without the owners knowledge!
2/ government tax. Our solicitor said he would pay this for us for a fee but didn't do it. He said it was because we had no funds but A) he had said previously we had some money in our account with him and B) he never asked for any more. When we challenged him on this he said that the developer had paid it for the first year as it was on guraranteed rental but how can we check?
3/ Utilities We hear that Vigo have not got these bills ready yet. This probably means we will get a bill for the usage from day 1 but they should have paid these bills for the first season when they were renting out the properties.
4/ Maintenance bill We agree with most people that we shouldn't pay this as they owe us much more money but we are a bit worried that this may drive them out of business. What happens to our apartments then. However we agree that we should all act together on this.
5/ Use of indoor pool We were also told that we would have use of the indoor pool and we used it for free in 2007. This season they seem to have put a separate company in charge of the spa and pool and they said we had to pay. Needless to say we used the outdoor pool and the sea! Our son went out late September and said the outdoor pools were green. Hopefully this is just because they are closing them down for the winter but they were well maintained until we left on the last day of September 2007.
6/ Faults We reported a couple of faults in Sept. 2007 but have had no success getting them fixed. They promise to fix them but nothing happens. The bathroom lock is faulty but also we get a lousy t.v. picture. Does anyone else have this problem. We did get a maintenance guy come and look both in Sept 07 and June 08 but both times they couldn't fix it but promised to get it done by our next visit. Needless to say it hadn't been done when our son went out this September.
7 Locks We did wonder about getting new locks but obviouslky couldn't in the first year as we thought it was on guaranteed rental. They is a key cutting shop quite close and they may do a locksmith serve. You cross the main road walk along the road away from Old Nessebar in front of the school and at the end of the school grounds turn right down a lane and bear right again until you see a shop with a big key sign.
All the above aggravations aside we must say that Nessebar is really beautiful and those of you who haven't visited should be assured that our apartments are in a prime position equidistant from the lovely beach and the old town with a lovely park area next door. We think in the long term they could be a good investment as although there are too many developments in the Sunny Beach area as a whole very few are as well positioned as ours.
We didn't know about the new marina and this will obviously make it all the more desirable. We did see improvements in the area this year compared to last.
