When did this go, why did it go, was it due to the fact few people had anything intelligent to say; therefore it was being under utilised so you got rid of it.

Feel free to start a topic for most things you want, in honesty there isn't much point in adding in new sub-forums as the Forums just aren't busy enough to justify such a thing.
It was nice to have, but not popular enough. No reason why intelligent discussion topics can't be written in this forum now that we don't get so much traffic, anyway, or in Creative.
I do like joining in with these discussions too, so I'd be happy to see someone start one...
