"If your phone bills have hit the roof since you joined the Internet
revolution, fear not - the nightmare may soon be over. A landmark ruling by industry watchdog Oftel is set to usher in a new price
war between Internet service providers (ISPs) - and this time, there'll be no reason why they shouldn't deliver their promise of unmetered web access. Over the last year, attempts by companies including AltaVista, WorldOnline and LineOne at launching unmetered web access packages have fallen by the wayside. The problem was that British Telecom - which owns the UK's phone lines - charged ISPs by the second to take calls from your exchange to the ISP network. As a result, services proved unprofitable and, eventually, ISPs pulled the plug on unmetered offers.
Some ISPs - including BT Connect, Excite, Freeserve and NTL - still offer unmetered access, and AOL has recently rolled out an all-inclusive £14.99 per month package. But many users have had problems signing up to unmetered deals, or find their connection terminated when firms decide demand is too high.
The Oftel ruling means that from February 2001, BT will no longer be able to charge ISPs by the second - they must offer them flat rate fees instead. Which means ISPs will now be able to fix their charges and guarantee access no matter how many users log on.
So get ready to surf with confidence - and without losing your shirt in the process!"

Good news for us Unreal Tournament players at least....
Tis likely, unfortunately, that charges will just be shaken around and dressed up in another way
