I know that Baby Bowser is Shadow Mario and that he got given his painting stick by some white coated guy (I think
Prof E.Gadd), but why did Gadd give him it though?

You can get Yoshi in the plaza after getting 35 shines, then you have to go through 3 shadow mario chases around the plaza, the first one is the yoshi egg, and the others are the fludd upgrades.
You can get Yoshi in the other levels too but they do vary in story levels.

you dont get yoshi, you get many yoshi's

Think about it. Bowser may have threatened him to give it to his son. Becuase it is a very scary thought have Bowser sit on you
