The document, published at 8am this morning, says Saddam has plans to use the weapons even against his own population and some are deployable within 45 minutes of an order to use them.
It also says Saddam has retained command and control authority over the weapons and has sought to acquire "significant quantities" of uranium from Africa - despite not having a civil nuclear programme.
And the dossier, distributed hours before the House of Commons began an emergency debate on Iraq, also claims Iraq has "tried covertly to acquire technology and materials which could be used in the production of nuclear weapons".
It says specialists have been recalled to work on a nuclear programme.
The paper - Iraq's Weapons Of Mass Destruction, The Assessment Of The British Government - alleges that Iraq has retained up to 20 missiles with a range of 650km, capable of carrying chemical or biological warheads.
It has also developed mobile laboratories for military use.
The report states: "Intelligence also shows that Iraq is preparing to conceal evidence of these weapons, including incriminating documents, from renewed inspections."
In a foreword to the report Prime Minister Tony Blair says it has been compiled using evidence from the Government's Joint Intelligence Committee.
On Saddam, he says: "I am in no doubt that the threat is serious and current, that he has made progress on weapons of mass destruction and that he has to be stopped."
The PM says it is "unprecedented for the Government to publish a document of this kind".
He goes on: "In recent months I have been increasingly alarmed by the evidence from inside Iraq that despite sanctions, despite the damage done to his capability in the past, despite the United Nations Security Council resolutions expressly outlawing it, and despite his denials, Saddam Hussein is continuing to develop WMD, and with them the ability to inflict real damage upon the region and the stability of the world."
Mr Blair adds: "I am quite clear that Saddam will go to extreme lengths, indeed has already done so, to hide these weapons and avoid giving them up."
The document says Saddam has a programme for the development of missiles capable of reaching the British base in Cyprus, plus Greece, Turkey and all Iraq's neighbours in the Gulf region, including Israel.
It claims that if Iraq obtained fissile material "and other essential components from foreign sources ... Iraq could produce a nuclear weapon in between one and two years".
The document also charts what it says is the nature of Saddam's brutal and repressive regime.
It speaks of internal repression against Iraq's Kurd and Shia populations, with mass arrests and killings.
And the report, which Mr Blair hopes will win round hesitant Labour backbenchers, asserts that secret intelligence shows "Saddam Hussein attaches great importance to possessing weapons of mass destruction, which he regards as the basis for Iraq's regional power.
"It shows that he does not regard them only as weapons of last resort. He is ready to use them, including against his own population, and is determined to retain them, in breach of United Nations Security Council resolutions."
Information from UN reports and from Iraqi defectors "shows that Iraq has refurbished sites formerly associated with the production of chemical and biological agents.
"And it indicates that Iraq remains able to manufacture these agents and to use bombs, shells, artillery rockets and ballistic missiles to deliver them."'
So who else thinks the US Government (or whoever it would be that does it) should just get a satellite in space with a big laser on it, aim it at Saddam's house and press the big red button!!!!!!!!?????????

Having said that though, is it always your first reaction when threatened to punch the offender first? There are always going to be people around with bad intents. You can't control the whole world. Who will replace Saddam anyway? Or does that not matter so long as we're not in any danger?
Attacking Iraq is not a good idea. Neither is not attacking Iraq.

*Have you actually read it ? http://package.sky.com/skynews/pdf/iraqdossier.pdf It's as close to evidence as we're going to get, apart from when the first case of anthrax is diagnosed in London, or we see a mushroom cloud.
*Hitler had intentions in 1938 - they came to nothing....after the free world had fought a 6 year war against him.
*If you're not worried about a regime whose stated intent it is to destroy Israel, America and her allies, accquring a nuclear capability, then you're quite frankly so short sighted it's untrue. Saddam needs 1 nuke, thats all, and everything suddenly gets very serious. What do we do once he has it ? He can do anything and say "intervene and Israel will be attacked" He'll have us against a wall.
