You can't change a 64-bit console into a 128 bit with just a microchip. The main thing is the quality of the games that comes with it. Without that the power of the consoles wouldn't look to good next to the PC's high powered precessors.
Games are the most important part of a console and it tries to show the power of the machine fully if they try.
If you didn't have good games for a console it will not succeed like the saturn suffered from a lack of good games. Some good games, is a bit like a Voodoo 5 and a pentium 700, if you think about it.
ShenMue and Zelda are in terms of a pentium gh!
I think the PS2 will get away with it because of how many have been brought. Usually it's like a vicious circle.
Console is hard to program -> No games are made -> Nobody buys console -> So no games are made.
The PS2 is lucky because people are buying it not because of the games.
