I was thinking about a game in which before you start playing you pick your powers. For instance you could have some menus, and you'd pick one power from each. This way you won't be able to pick all of the top powers together, but you'd have a range of different possible superheroes. In the menu's you'd have to choose between the ability to fly, and superhuman strength, or X-Ray vision vs laser beams or mind reading vs being able to move things with your mind. Different abilities would open up different areas of the game, and lead to different sub-quests, so the game would have a high replay level.
Anyway, after picking your powers, there should be a costume design section. It's one of those novelty features that would just add a little more to the game.
The story could go a little like this:
The city's supervillians are sick of constantly being defeated, so form a super crime syndicate. Your mission is to find their secret lair, and foil their evil plans. What these are, I'm not yet sure! Anyway, in order to get clues you would have to roam the city, maybe listenning in to the police radio, so you can attend crime scenes as soon as possible. You can then foil the crime and get some clues as to where the supervillians are. It would also be against the clock, as the Supervillians will unleash a super weapon sooner or later, if you don't stop them.
I suppose the game could be added to with an ability to enhance your powers throughout the game, and research new powers.
Anyway I think that this is a good idea for a game, and with the next generation consoles being able to handle huge playing areas, I think that it could be done really well.
