They should all support OpenGL, and you should find one within your price range.
You could try changing the desktop configuration of your PC. If you have it set to 32-bit colour depth, try changing it to 16-bit. Also, try changing the resolution to 800x600 if you have it set higher, because it could be due to limited memory on your graphics card.
How recent is your PC?
Can you post the specs?
Do you know what graphics card you have in the machine?
It could simply be that your card is not OpenGL compliant, in which case there's nothing you can do but buy a new card. If your PC is recent, though, the card should support OpenGL.
