I am able to get the car back to Luigi's with the bomb installed with plenty of time to spare but I am unable to activate the bomb. I have tried pressing the 'Sub-mission' key but nothing happens and I fail the mission.
any help appreciated.

Anyway, all you need to do is hit the 'Fire' key, the one you use to shoot weapons. Do this when you are in the bomb fitted car and it will begin to count down the bomb detonation.
Then all you need to do is get out and run like buggery.
