Remedy made Max Payne, and it was produced by 3D Realms. Rockstar may have handled the games conversion from the PC, but the honour of making the game doesn't fall to them. Another game rockstar has made though, is the quite average Smugglers Run and the laughable Midnight street racing.
Other than GTA3, the developers don't seem to have made a great deal of decent games.

Actually Mr. "Films Buff" MoJoJoJo (if that IS your real name) I believe the shady goons weren't from the government but that creepy guy from Mission Impossible. I don't think he was a member of the government, but even if he was, the goons had no connection to said government. HeHe LOL, there's my rubbish tivia rearing it's ugly head again. *shoots self* (in head).
