They smoke, drink and start fights, all on street corners and outside shops. And you can barely understand them

Though we don't say "bum" here, we say "scrounge"
I think given the examples here, we should probably lay off the colloquialisms altogether - how about:
"could I scrounge a cig?"
or even better
"I don't have any cigarettes, I don't suppose I could ask for one of yours, please?"
or for everyday use:
"Could I have a cigarette, please?"
and if the requestee is particularly pleasent:
"Thank you very much - I'll try to return the favour sometime soon."
There ya go. All you need to know about bumming fags, right there.
