The girl was attacked on Sunday afternoon while at beauty spot and play area Salary Brook in Colchester, Essex.
The man was arrested in Colchester and taken to the town's police station for questioning.
A police spokesman said: "The girl has revisited the scene with police and has now recalled that anglers were fishing at the lake closest to the children's play area at the time she was enticed into long grass nearby and sexually assaulted."
The attacker was described as in his 30s, with short spiky brown hair and wearing a blue T-shirt and blue trousers.
Police believe he took off his trousers and left the scene wearing shorts. He had tattoos on both arms, one depicting a monster, possibly a dragon with horns and an open mouth.
Chief Superintendent Dave Murthwaite of Colchester police said: "It was an evil and sickening attack which put the victim through a terrible ordeal."
"She and her family have been extremely brave in coming to terms with what has happened and in assisting the police," he added.
This is just makes me want to throw up, and it was only days after poor Holly Wells and Jessica Chapman were found murderd.
