Yup. Whilst in the licence tests a bronze will do, in arcade mode time trial it has to be a first place finish.
To do this time trial, basically you just have to keep at it for hours and hours, but also you can go to the licence tests in GT mode where several sections of the track are used. This is a good place to practice small portions of the track at a time.

Next time you go into the vehicle selection menu, if you choose from the right class (it varies between C,B,A,S and R) you`ll find the new bonus car. The only ones I really remember are S-class cars such as the Mazda 787B which you get for completing a later section on hard mode.
None of these cars become instantly available in Gran Turismo mode, though they can be won/bought there as normal, (the two aren`t linked that way).
Another thing to mention about Arcade mode is the time trial section. Its easy to think that it doesn`t count towards 100% completion of the game, but it does, which gives you one of the biggest challenges in the game, in the form of the Complex String time trial.
