The reason they call it a Junior Programmer is because, in relation to the other programmers who are already working there, let's call them senoir programmers to give you an idea, you would be junior in terms of experience.
As Craw mentioned, you can't just walk in an start programming code if you've no education in that area - it's not like making tea and sending faxes.

Ummm... Junior Programmer tends to be at a slightly higher level than 'Office Junior'.
Or maybe not...
