I read in Edge magazine that it should have been confirmed by now that the game is either a Cube exclusive or is also appearing on X-box. I can't seem to find any information on the subject so I presume that no news is good news.
Sonic Adventure 3 was a mistake on SEGA USA's part. They mistook SEGA Japan who told them about a Sonic game on the GameCube they were developing.
That Sonic game was actually Sonic Adventure 1, and as Dringo said, Sonic Mega Collection is supposed to be the next 'new' Sonic game for GameCube.

Im actually really looking forward to the Sonic Mega Collection - Cant wait to play all those classic games again!
The next in the Sonic series of games will be Sonic Mega Collection - Gamecube and the original Sonic Adventure - Gamecube. Sonic Team said the next "new" Sonic game will probably not be part of the Adventure game series.
