Maybe 'cos Sega have to decided to produce games and let anyone licence them. Sonic Adventure 2 Battle is produced by Sega and it's on the GameCube. Microsoft wasn't Sega's arch rival either. Nintendo was.
On another note, Sega may be making a deal to join forces with Nintendo, Konami and another company to produce great games!
