I've been trying out MySql scripts for a couple of weeks now and find that most of them can't work without a control panel to start new databases (although i'm very new to MySql) if your running your own server, do you have to download them? as it's not standard for MySql host to have them.

I agree, phpMyAdmin is the best idea. I think phpbuilder.com maintain it, although Sourceforge hold teh repositories. http://phpmyadmin.sourceforge.net/
If you prod round your MySQL folder, you should find Win MySQL Admin, or slightly easier is PHP MyAdmin, which you just need to download, put on the server and configure slightly. MyAdmin is the best way i think, most hosting companies use a similar set up.
