Well it says on Play that 'Vocal talent is supplied by Hollywood heavyweight Kyle MacLachlan' and since he did the voice for Donald Love in the GTA3, I guess he is back for GTA4.
Just thought you'd care. But he's hardly a Hollywood Heavyweight, is he?! David Lynch films is about as big as he ever got. And David Lynch isn't the most universally loved director now is he?

Yes, Ray does say see you in Miami, but GTA: Vice is a prequel to GTA3 and set in the 80s, so the chances of seeing ray again after GTA3 are minimal. He may appear in Vice but he'll have to younger and won't know anything of what happened in liberty city. I think it will be more likely he'll be in GTA4.
As for Donald Love, well I've seen the cover for Vice and it looks like DL will be appearing in Vice as well. The problem here is the speculation. There is hardly any info vice and next to no info at all about GTA4, so these are just assumptions of what may be included in these two games. Could do with some screenshots really.

yea ray will be there cos he dose say see u in miami n the next game is called vice city but in psm2 sed it vice city was set on miami.
If they're gonna get Kyle Machlachlan in to do the voice, they could at least make him say 'damn fine coffee' or 'damn fine cherry pie'.

I think they'll possibly use the same charachter that was in GTA3, becuase
before Ray left he said 'see you in Miami' and since he is in GTA4 I presume they will keep the same guy, but they'll probably change his appearance slightly by adding new clothes or something.
