I doubt you will ever get one, because no one had one on the Dreamcast, and it didn't sell very well at all.
You could relay your S-video lead into yoyr PC, and plug you GC-out cable into your PC too, and relay it, but what's the point?
However, if you just want to use your PC's Monitor, there are bound to be adaptors in hardware stores that will connect to the TV end of one of the GameCube connectors, mind you you'll need something like Sound Station 3 for sound this way.
The idea was pinoneered by the DC, and was used to great effect- you can see the veins under the skins of characters on Soul Calibre for example.
No such official perpipheral has been released for the GC yet, and so any unofficial devices will not be supported with games opimised for the mode. There is little point in playing games through a monitor that have not been optimised for it.
That said, if it's your only option I think there are some 3rd party things available through specialists (try lik-sang.com)
