A small mistake by Nintendo here, heres how to do it:
1. Go to jolly roger bay
2. Use the split up pad in the cetre of the town
3. take control of banjo
4. using 'Z' and 'C up' to make banjo jump into his back pack
5. head down to the pier
6. hop into the water on the RIGHT of the pier
7. float for thirty(ish) seconds in the water at the bottom of the ramp
8. keep holding 'Z' and don't move the control stick
After a time the waves push the boating banjo onto the ramp and instaed of staying on the land, banjo floats in the air, right to the top of the level. Now use the 'c' buttons to admire the veiw. Happy flying!
