Hey, I thought long and hard about this - and it worked! If you're only on the second island in GTA3 (like I am/was), you can get the police boat from the harbour, head for Fort Staunton and crash it onto the land nearby. Then you can get a car and push the boat to a safe place past the barrier pipes and push the boat back in the water. Don't push it too far though, or you'll lose the boat! Wow...a plane!
