How about a game in which you are a policeman. You start in uniform, either walking the streets or in a car. You get various daily duties. You could be patrolling a certain area, when your radio informs you to go to a location. So you either drive or run to the place, and deal with the situation. It could be that someone has been mugged or a shop has been broken into. You speak to the people that are around the area to find out what happened. If you can get a discription you can search your criminal database to see if you can find out who it was. Then you give them a house call. They might come quietly, or they might run off, so you'd have to give chase. On the internet you could co-operate with other "officers" and call for back-up. There could be expansion packs that take you into the dog squad, or other special operations, but the main idea would be to rise up through the ranks and eventually get a well paid desk job to retire on. Once you get to the higher ranks you would do more investigative work, and survelience operations. It would be a big game, with many possibilities, but it would try not to get too complicated and focus on fun.

It would be a bit like Driver 2 except youre the policeman instead of the robber
