A tuft of hair on the human forehead, sometimes called a feather; it cannot be made to lie in the same direction as the rest of the hair by brushing, or even by pomatum. When cows lick their hides they make the hair stand on end.
A cowlick is basically a really strong tendency to curl in one direction by a clump of hair follicles surrounded by less willful brethren.
1. Is there a 'proper' name for one?
2. Will 'he' be able to rid himself of it by shaving his head?

No, it'll grow back. The ultimate solution is either laser surgery (leaves a bald patch), or a skin graft using dermatitus from the inside of his right thigh (leaves a bloody patch if they put in on the wrong way round). Alternatively he could convert to either Hinduism or Judaeism and wear a funny hat to cover it up.
