The radio link you gave uses BBC iPlayer.
It does look as if you have a RealPlayer issue see pasted text below.
This is the support page from the BBC: http://www.bbc.co.uk/radio/help/radioplayer/realplayer.shtml
Worth you visiting and looking for tips.
This is from the BBC site:
To listen to BBC Radio on iPlayer you will need to have a program called RealPlayer installed on your computer. RealPlayer is not made by the BBC, so you will need to download it from another site.
Below you will find answers to the most Frequently Asked Questions about downloading, installing and using Realplayer.
If you have a query about RealPlayer which is not answered below, or elsewhere on this help site, you may find more help at
Real.com Customer Support.
And if you need more info here's the BBC RealPlayer Firewall support page:

yeah I did what you suggested and that works for TV progs no problem this issue is only with radio broadcasts from radio Scotland - you do not get that option with them this is the URL

that causes my problem on my laptop with XP its fine but on my new PC its not working with the firewall on its OK if its off, I tried reseting to default no joy and I do not see any pop up mesage asking to allow it from the FW Arrrrrgh

The NAT in your firewall will do a good job at protecting you from the outside world. I would recommend you also run a software firewall as well though - this will give you more control and a second level of protection.
Are you able to reset the Vista fw back to default settings and then try again? If your 'internet radio' needs permission you should get a messages asking you to confirm things.
You could also go into your fw exceptions and have a look what's there and try to add the application you're using.
I haven't got Vista so can't give specifics I'm afraid.
Did you try my previous suggestion about using WMP for the BBC???
It might be some part of Real's advertising s/w that the firewall doesn't like!

Ok I have been doing some experimenting and have discovered that if I turn off windows firewall, I can hear my local radio scotland station if the firewall is On it goes all to pot! all other BBC things work ie radio 1 and I can watch TV progs with the firewall on but to listen to any radio scotland radio progs i need the firewall off, any tips on how to configure the firewall?
Edit...
As we conect via a Router (Zyxel) my PC wizz of a son says that I dont need the Vista firewall as NAT is eneabled on the Router - he says that all that the vista firewall is doing is protecting my pc from others on our network and that NAT is doing most of the hard work. Is this correct? should I just switch off vista firewall and hide the icon and ignore the problem or should i configure the fuirewall some how to allow radio Scotland broadcasts to work?

I run like this anyway (don't like Real) this also allows you to view video in a resizeable WMP window without the BBC site being open (and has 'always on top' options etc.).
