There are a few freeware programmes that let you mix mp3/wav files. Virtual Turntables springs to mind. But even full-priced PC DJ software tends to be a bit rubbish unless you're mixing house/techno with a clearly defined 4/4 beat.

Cool Edit is the best program for such editery in my opinion.

You can get cooledit pro which gives you 128 tracks to play with.. powerful stuff.
