I think XP Pro is the only version of XP that comes with Personal Web Server out of the box. The reasoning being that MS thinks that only the "professional" users want to use PWS. I'm not too sure if XP Pro is *the only* version of XP that can run PWS. But that would be how you would "host" sites, though I wouldn't like to run an ISP off it ;)

I'd also like to point out that "just as good" is a massive understatement. Try "extremely much better", although strictly you should use Free/NetBSD for a high load server. Linux would be just as good though :)
I shall assume it is for hosting web sites, as you have said it is for a web hosting company... If that is the case then you will need to look at servers which are dual or quad processor capable, with RAID drives, and with two seperate PSUs, and the fastest network card you can lay your hands on. Stick in as much memory as your budget will allow. You can never have too much memory :) For a web server, nothing less than 128mb will do.
Anything less than that kind of thing and your web hosting company will be getting phone calls from irate customers wanting to know why their web site has gone down when something on the server breaks.
As for software, well, I'm biased toward MS products, so I will say Win2K Server which has Internet Information Server with it for hosting websites with, and has a pretty cool browser based interface for managing web sites. However, Linux with Apache would be just as good, as I am sure Turbonutter will point out ;)
Nice specs to be found here http://www.pc.ibm.com/uk/xseries/ Having used IBM servers, I can vouch that they whoop
Hope that helps.
