I'm thinking about moving to freeola and was wondering if the monthly usage was for uploads as well as downloads on the buisness package and also if the allowance carries over per month.

Hi there, and welcome to the forums.
The monthly allowances are for combined data usage (upload and download) and apply for the month in question only - allowances are not carried over to subsequent months.
