I have made a few reasonable sites but i really want to start to make better and more proffesional ones.
Anybody got any advice ( i opened up a advice topic but that hasnt really helped me)
Im just looking for little html tricks that make sites better to look at and so on.
Also if i would like to learn another language to help me build websites, what one do you reccomend as being the most useful? and why is it useful?
One last thing, any really good free-web hosts you know of?

I'm trying to learn PHP although very slowly but I definatly think it's the most useful coding avaliable other than HTML which is essential, you can do almost anything with it aparently, too much to mention but if you see Turbonutter's website I think you'll get a good idea :)

hosting, well, other than Freeola there isn't much else that compares.
But for you i'd definatly recommend planning your sites out and making it a little less 'in your face' and clearer.
Also if you've got PSPv7 have you got a Mac? or is v7 on Windows now?
I've only just started writing all my HTML in freehand and i think i've improoved quite a bit, using Dreamweaver (although a great program and most companies require you to use it) it limits your abilities, writing everything in hand will keep you in good sted, you can learn how to use a program much quicker than learning coding.
Just keep practicing, make more and more sites, make them for your mates...etc then you'll get more experience and design will be a sinch (I hope)
If your not too keen on learning PHP right away, just leran the tag, it's been the most useful thing i've used since...ever, I think it cut about 200 lines off my site's page and it makes everything so much easier to update.
In terms of design technique, you have to strike a balance between bold/original and ease of use. One of the best ways to do this is to have a look at the sites of big companies and take the best elements from each one. If you post your site address here, I'll have a look at it and try and be critical - i'm not very original so my sites never look too good!
