I am currently constructing a website that contain animated Gif's graphics and other things for webmasters to use on their websites.
But I am having trouble making some animated graphics.

There isn't much wrong with the gif animator that comes with Paint Shop Pro, which can be downloaded from www.jasc.com
It's not the greatest tool in the world, but it does the job.
And if fireworks doesn't run on your college PCs, it's probably because Fireworks just EATS system resources. Seriously, Fireworks really needs a decent spec PC to be used effectively.

Head over to http://mindworkshop.com and grab yourself a copy of GIF Construction Set Pro. It'll only take a few minutes.

The reason I am having trouble with it is because Fireworks won't run on the college Pc's for some reason!

You've got to use a program which allows you to create frames. One example is Macromedias Fireworks, it's what i use. But you could easily find a program by download.com.
Go to Macromedia's offical site and download the trial of Fireworks if you don't have it. Should allow you to do the job.
