I think that a game should be made based around the Theme Park/Theme Hospital sims. It should be called 'THEME FOOTBALL WORLD' and would give you the opportunity to play the role as the Chairman. You have the choice of pumping money into one of the smaller clubs (say Division 2-3) and then take control of everything. If you spend money wisely, it will pay off as your team battles for promotion. You have to sort out team matters, player signings, who should manage the team, manager/player sackings, contracts, coaching, training methods, winning and promotion bonuses, etc...
But most of the game would be involved behind the scenes. So by playing the chairman you have to sort out the facilities at the club. Whether you decide to build a new all seater stadium, make new training pitches, sort out worthy sponsors, will all be up to you. Also by looking at the small matters in detail such as ticket prices, programme sales, merchandise, food stalls, etc.
It would also be up to you to hire the appropriate staff, like for the club shop, the food stalls, programme sellers, ticket office staff, and even cleaners for the stadium and the toilets. And much like the Theme Park games you have to keep everyone happy by giving pay rises, bonuses and appropriate work hours, otherwise they may quit.
The graphics would be the same as the Theme Park games. Using the same easy style of viewing, you can check up on everyone to see if they are satisfied, even checking the supporters as they flee from the stadium to see if they are happy or not.
As you get more and more sucessfull you will be approached by bigger clubs who are looking for a new Chairman, and you may move taking your large sum of money with you. But it wouldnt be that simple as the club you leave may seek compensation and demand you pay them so much.
This could be a great game and a chance to take football management sims to the next level by playing the Chairman, as opposed to the many ageing, sometimes quite boring, manager only games.

That truly is a great idea, would be made even better if you could control more than one team though, just imagine running Man Utd and Kettering Town, all of a sudden Becks and Giggs go on a short loan spell to get Kettering promoted, gives me tingles just thinking about it.
