A better way to sort things out is using a specialist program like Diskeeper 7.0. Diskeeper runs at appoximately ten times the speed of average defragmenters, and you can can still work with it in the background as it wont keep restarting. You can also set it to 'Set and Forget' mode, when it runs itself every day without bothering you, so you never physically have to run defragmenter again manually.

sorry...
(files to keep):
if it's got C:\WINDOWS\ next to a program,
or:
systray.exe
mstask.exe
(virus scanner) - if you've got one.
keep them ticked, if it hasn't you won't need it.
Defrag your PC too though, if you've never heard of it, it probably won't have been done for a while, but as Turbonutter said, do it when your not using your PC (you might need to run your scan disk too, just do the standard check.

also :D get rid of the junk in your temporay files folder (right click on your C:\ in 'My Computer' go to properties > Disk Cleanup and uncheck everything except the Temporay Files DO NOT DELETE YOUR WINDOWS UNINSTALLER
might not need it, but it's there for a reason!

...to answer the question:

Start -> Programs -> Accessories -> System -> Disk Defragmenter.

However, using your PC while it's doing it is pointless, because every time you read/write from the hard disk it restarts. Best leave it overnight or something.

Defrag just sorts your files out, if you've gone deleting happy over the last week/month then you'd best use it, thats what I think it does anyway.
To sort your problem out, go: start menu > run > 'type in box' msconfig
go to the startup tab at the top of the new window and uncheck all the files except for systray, any virus scan programs and explorer, if you've got some other favourite programs like MS messenger then leave that, but unchecking those programs usually gets rid of the errors and makes your PC run faster. Have fun.
