Regarding lans - it very much depends on the setup, number of users, game servers, masters, vlans and suchlike. If you're on a small lan with ~11 other people, there should be no problems - stick everyone on a 12 port 100mbit switch and yes, you'll get superb pings. Do the same thing with a hub and it'll rise slightly, as the packets get sent to everyone instead of only their intended target, causing a few collisions. Now, set up an mpuk event with 894 people acros 5 floors of a building and multiple vlans, game servers broadcasting everywhere, overloaded servers trying to cope with the number of people and others using it as an excuse to transfer a ton of warez around, you'll get some very bad pings. Our first CS tourney match had spikes over 1000ms, although that was resolved fairly quickly - administrating a lan that size is a massive task.

Ive been getting a lot of 230(ish) ... which is fine if I spectate... but as soon as I try to play everything seems to become far too choppy to be reasonably playable?

If memeory serves... its the amount of time (in milliseconds) it takes for my computer to send a quick 'hello' to a server, and for that server to then say 'Hey there, hows you?' back

Playing multiplayer games, I take it you mean across the Internet? If you mean across the net then the lower the better, I've been playing with my computer as a dedicated server (MOH:AA) recently with 2 friends connected, they were both getting pings of 40ms which is marvelous!
This is on an ADSL line but anyway, as I said the lower your ping number the better. If your playing on a LAN (Local Area Network) then you shouldn't really see any pings greater than 10ms, if you do you've got problems on the network.
Basically the lower the ping the faster your computer is talking to the other computer ie you've got a good connection.
