get a car and take it to the bridge to shoreside vale from staunton island and wait till the bridge goes up and the reverse your car half over the edge and when the bridge comes down it will make the front of your car aim upwards and you can still get in and out!

i have done that before there are loads of glitches in the game i always fall out of the sky in the subway but the game play does make that up the game play is exellent
another gta3 graphic glitch there are hundreds of these in the game, but hte game play makes up for them.
