I feel that the problem lies with Paypal. They haven't provided any support as yet, so has any one any idea of how to correct this error?

I agree that Paypal are somewhat 'shrouded in the mists of time', but at least I have a better understanding of the problem now! The 'tokenvalue' is now missing, but the order and payment system was operative last week!? Orders can be single items or multiple but .... I can see here: https://developer.paypal.com/docs/classic/express-checkout/ht_ec-singleItemPayment-curl-etc/ that your first code snippet might be valid - depending on what else is going on.
3. Redirect the Customer to PayPal for Approval
Using the token valued returned from SetExpressCheckout, redirect the customer to PayPal so they can approve the transaction:
