The one game that comes close in my opinion is the Ridgeracer series, but is no way the truemaster in racing games. So why are game developers pumping out racing games which can not compete with GT3.

You complain about backwards tracks n stuff and then state that comment!
If PGR is anything like MSR on DC, which what I've seen and heard of it it pretty much is, then those 200 tracks are just 4 towns, with loads of different routes laid out in them. 200 different tracks where the only different between most of them is one turn. I got bored with MSR when I got about half way through the chapters. It was just the same old tracks over n over again. Admittely probably more fun than GT!
:)
Also, it has a stupidly small number of tracks which have been taken from GT2. And what's with all this "Oooh! You get to race them BACKWARDS!" crap?
They did that on the amiga because there was no room on a floppy disk for too many tracks.
Now we have huge DVD's to put our games on, just unlocking the same track backwards is unexcusable on the part of the developer and shows that they are too lazy to construct some proper tracks.

Most of the other car games out there give you quick fulfiling arcadey racing fun! This is quite different from GT3 and is a different experiance!
As for your comment about Rally games. I don't think the GT3 rally section can really compete to a proper rally game like World Rally Championship on PS2 which is a proper rally simulator, with the full 80 odd tracks. That's a proper rally game! With all the proper drivers n cars n stuff! I'm gonna buy that soon.
