I downloaded html code from google web master tools but can't figure out how to upload it to my site? Thanks.

If you are using Standard or VIP hosting then use an FTP client to upload the file. Filezilla is free and recommended.
Or...
If you are using a Freeola InstantPro website then you need to follow the instructions to verify using the META tag option.
Within InstantPro in the Website tools section:
Search Engine Tools > How to verify your site with Google Webmaster Tools
