you need to use dive to find a secret underwater cave with kyogre in then batlle archie and release kyogre then go ton sootopolis city and you will see kyogre and groundon battleeing then you will see steven he will take you to a cave with wallace in it he asks you where rayquaza is say sky pillar then exit the cave then go to sky pillar (north east of pacifilog) the go to the top and go to rayquaza and press a it will fly away then go back tosootopolis and watch the cutscene then talk to the people outside the gym the when you have talked to them all you can enter the gym.
i surely don't remember, but i got passed it, i'll try to help somewhat and there's not a key at all whatsoever
