FBI agents are reported to have told President Bush they are "reasonably sure" they have snared the Washington sniper.
War vet John Allen Muhammad, 42, and his 17-year-old stepson Lee Malvo, were arrested earlier today as they slept in their car.
But a gun found in the car was not the one used in the shootings, police said.
And the two men are not believed to belong to any group.
Militia
A seven-mile stretch of Interstate 70, a major highway leading from Baltimore to Pennsylvania, was blocked off as a heavily-armed Swat team used stun grenades to storm the car.
It had been spotted by a member of the public who recognised the description circulated by police.
But police stressed caution.
Police chief Randy Carroll of Bellingham, in Washington, said: "People are jumping ahead.

Give us time to do our job."
Muhammad is believed to be a Gulf war veteran and had attended a militia training camp in Alabama closed after the September 11 attacks.
'Armed and dangerous'
The camp offered training in weapons, explosives, and had a firing range.
But Sky's Emma Hurd said the camp's owner had denied the men had trained there - or that police were searching the site.
Police had earlier issued a warrant for the arrest of Muhammad, described as "armed and dangerous".
Sniper has attacked at random - Fox News
Local police chief Charles Moose said the suspect was "not assumed to be involved in the shootings" but may have information which could help them catch the killer.
Speculation
US television and internet reports have been awash with police leaks and speculation.
Early reports claimed the sniper had phoned police and admitted to an off-licence robbery in Montgomery last month.
It was then reported that a credit card taken in the robbery was the same one the sniper had asked the $10m ransom to be transferred to. Police denied the claims.
Ten people have been killed and three wounded since the sniper began his killing spree on October 2.

I really do hope they are the people responsoble for this sick crime, let this be a end to all of these killings.

I think the death penalty sux, all it does is makes bad things happen - two reasons why:
1 - innocent people may be killed for false conviction
2 - would a criminal rather be killed or face a lifetime of torture - little food and a BIG heavy ball and chain
he'd pick the opposite of the latter - whatever the word is for that (if someone would be kind enough to enlighten me)
people like him shouldn't be allowed to simply die their way out of things like that.

Nah, only kidding. Seriously I'm glad they've caught him, and I hope he gets a strong sentence - he deserves it.
