In like a few years, there is going to be loads of Notables, so how about having an election where you vote to make a Notable be a regular? you could do this election every 6 months,
or you could have a election where you vote to get someone banned every month?

Special reserve elect a notable every 3 months when they get more and more members. The forums are gettin more and more popular and the percentage of newbies & regulars to notables will (hopefully) remain the same.
