I actually lent that out to a friend when he first got his PS1, that and a few games....he spent the first 2 hours just messing with the T-Rex and forgot about the games. Refused to give it me back too.
It was a pretty cool......'game' too.

He speaks true, I was thinking about that just the other day.
The is a new thing from Blaze just released (or in the near furture) which does this, hopefully better, and comes with a CD of the best music out of games such as FFX and MGS2.
If that's what you want, that's what you should get.

Your friend is getting confused!
The original PlayStation demo disc had a demo on it of a walking T-Rex - but it had nothing to do with the audio CD graphics.
That was a separate program on the same disc, which displayed a range of 3D and wireframe images which moved roughly in time to the music. It was okay, but didn't really work very well. There was talk at the time of them improving the software and releasing it for general sale, but as far as I know, it never happened.
So no, PS1 itself never actually displayed graphics for audio CDs - and nor does PS2.
