Why not just turn the radio in your room on?

Not sure how that would work or if its possible...not on the PS2 anyway. It was possible on GTA3 on the PC though.
Another thing, just a little word of warning before someone has a go at you, try to cut down on all the little Vice City topics, you have made quite a few lately, and it pushes other topics down the list needlessly, and some start to get annoyed, especially when there are loads of Vice City Topics.
