In the tag you need the 'target' attribute. The value of this will then become the name of the new window, so any other links with the same value for the target will use the same window.
Thus:

will open the page address.com in a new window, which the computer will internally label 'window2'.
I think it behaves differently if you have frames going on, i'm not certain about that. It might just open a new window if the target attribute doesn't match any frame's name. But if you're not using frames, that should be fine.

You need to use a language called 'Javascript', which works within the HTML code. It's used on this site somewhere. When you click on your name it opens a small 'popup' window. Just right-click on this page and 'view source'. The code is all there - you've just got to find it.
