Anyone have any idea when / If Freeola are likely to update PHP to the newest version on their VIP Web hosting package. Joomla 3.1.5 is released and I'd like to upgrade my site to that but currently can't.

VIP hosting supports PHP 5.3 and 5.4 so just send in a support ticket and we'll make the change for you.
