The official raeson was given by Kevin kelly on Metal...The APA were ticked off with Billy and Chuck jumping them on RAW so they used their WM opportunity on Smackdown...unofficial reason...their match was poo..
APA vs Chuck and Billy wouldn't really have been a match worthy of Wrestlemania.
