Well theres True Crime as Wookie said, um Midtown Madness 3, Driver 3, and something not really the same but you might like it- Dead to Rights. You play a cop I think after the criminals. There bullet time in it ala Max payne but thats about the extent of my knoledge on it.
If you REALLY want GTA, PS2 is the way to go. Its a same Xbox doesn't have anything in that area at the moment but I wouldn't be surprised if MS do a take on the crime simulaor genre to rival GTA some time next year. E3 proably.

True Crime looks greatany ideas about the release date. I'm also hoping they don't renew the contract it really seems silly as the contract probaly isn't worth as much as making the games multiformat and if gta:vice city coming out for the p.c
