Right here is a really technical question. How can I translate a whole web site in to another language i.e. English to german would I need to build a seperate web site in German etc or can it be done an easier way?

Well what other way is there to do it? :)
You need a website with german content, so you either maintain a separate copy of your site with german text or you install some CMS that has multi language support (but that requires importing the english version of the site into the CMS as well).
I suppose you could just link to one of these webpage translators but the results are rubbish usually.
