yes it will fill the time till the next ones come out which wont be for ages.
Why make 2 topics about the same subject? To your question yes you should buy PGR. PGR2 is still ages away, its like saying "should I buy Halo or wait for Halo 2?". If you like the look of DOA3 and PGR, then buy them. The sequels wont be out til late 2003, if not 2004.
