CGI stands for Common Gateway Interface, CGI can be used to do a lot of things that HTML cannot do like Guestbooks etc.

CGI is a way of making your site interactive. If you visit www.freeola.com/support/freeolacgi.html you can learn about CGI with Freeola and if your go to www.freeperlcode.com you can find some groovy scripts.
