I'm looking to upgrade my graphics card, it is currently a Riva TNT2 Ultra. I was looking to upgrade to a Radeon ATI 8500 or to one of the Geforce3 Titanium 500 cards. But I read somewhere you need a high spec machine for these latest cards. My machine is a 700mhz P3 (with 512MB ram). Would my machine be good enough to run one of these cards? Or would it be best if I got a lesser spec card?

Yes it should be fine with the Titanium.
As already stated, a GF3 titanium will be more than fine in a p3-700. However I'd tend to wait to buy one at present. GF4 cards are already out, given their price point even if you don't feel its worth buying one for your machine they will probably push the price of GF3s down.

Everyone's saying this - fact is, nVidia are simply halting production of the GF3 line. No more. New ones wont be released at lower cost, current stocks will go and they'll leave the GF2 and the GF4. You may be able to get a second hand one..but the GF4 is remarkably well priced, even if it doesn't represent a huge step forwards.
